ITMA XV: The Data Reference Model (DRM) www.itmaxv.ca.gov
ITMA XV prepared the State for the future of IT by developing the first California Data Reference Model (CalDRM). The DRM is part of the Enterprise Architecture Framework needed for Service Oriented Architecture. The DRM is a business tool used to describe, define, and share data among entities. This allows the development and use of applications among different entities (i.e., shared services). In addition to the CalDRM, ITMA XV also developed the DRM Governance Process and DRM User Guide. The DRM Governance Process provides guidance on managing the DRM at the state level. The DRM User Guide provides an example of creating a DRM at the project level. The CalDRM has been accepted by the State CIO and the Enterprise Architecture and Standards Committee to be used in the development of California's Enterprise Architecture Framework
ITMA XIV: IT Internship Framework www.internframework.ca.gov
ITMA XIV provided the State of California with a recruitment framework to allow the implementation of an IT Internship Program. This IT Internship Program offers a recruitment tool that assists State IT managers to attract, evaluate, and hire new IT staff into state agencies; also mitigating the risk of departing staff. The IT Internship Program proposal includes consideration of scope, program requirements, partnerships and policies necessary to administer such a program to serve as a successful model for other State internship programs.
ITMA XIII: Bringing the Future of State IT into Focus:
A Skills Survey and Gap Report Project

ITMA XIII selected this project as it directly related to state IT succession planning, in accordance with the California Performance Review and the State CIO's IT Strategic Plan. The class created a web-based electronic survey and conducted a statewide information technology skills and gap survey. The State CIO, on our behalf, requested State IT managers to complete the survey for their department. The ITMA XIII survey is a major empirical study that analyzes the current and future information technology skill sets and identifies those skills that are at risk due to retirement and attrition within the California State Government IT workforce. The ITMA class also presents a large amount of additional information and analyses in the final report, which is available here for download. ITMA XIII is the first class to organize an ITMA reunion of all prior classes, class managers and sponsors. The synergy achieved by the class contributed profoundly to the success of this effort.

ITMA XII: The State of California's Information Technology (IT) Strategic Plan acknowledges the need to develop and rebuild the State's technology workforce. In support of Goal 5- Objective 3 of the California IT Strategic Plan, the members of Information Technology Managers Academy (ITMA) XII developed a training curriculum and course catalog for IT personnel.
The project was entitled "Professional Development for Technology Personnel". To document the competencies for each IT functional area, a survey was developed validating results from a previous classification study performed in 1999 by the Department of Personnel Administration. The curriculum and catalog were developed based on a detailed analysis of the survey results for the following functional areas: Application Software Development, Customer Technical Support, Database Development and Administration, Emerging IT, Enterprise Systems Support, Information Systems Security Administration, IT Business Consultant, IT Technical Document Writer, Network/Client Server Administration and Web / Internet Development.

- ITMA XI: The Academy XI class developed an analysis of Lessons Learned that includes "what worked" and "what didn't work" for a number of projects conducted by state IT organizations. This analysis included a cross section of both IT and non-IT projects varying in size, complexity and strategic importance spread across a dozen state agencies. The issues addressed in the analysis include project management practices, vendor usage and relationship management, team development, and project sponsorship. The analysis offers ideas in these and several other management arenas, identifies common pitfalls that can be avoided, and also gives contact information, reference material, and many tools that may help state IT managers respond to their current and future business challenges.

Attendees - ITMA X: The Academy X class interviewed state CIOs and produced a report entitled "California Chief Information Officers Perspectives 2003." The report focused identifying IT trends in the areas of leadership, Technology, Public Access, and Recruitment and Retention. In addition, the participants partnered with HHSCD to expand the ITMA website to house information on all previous class projects, participants and promote the IT Managers Academy.

- ITMA IX: The Academy IX developed CAITM - the California Association of Information Technology Managers as their class project. CAITM is designed to promote and enhance communication and networking opportunities for information technology managers in State service, for the benefit of its members and the State of California. CAITM hosts a variety of events designed to promote excellence in State Information Technology practices through development of IT professionals and enhanced communication opportunities.

- ITMA VIII: The Academy VIII developed the "Success - Just Manage IT" as their class project. This information was provided in both a paper and CD format. It covers a wide range of topics important to IT managers including Human Resources, Egovernment, Project Management Office and Control Agencies.

- ITMA VII: Academy VII developed and presented a one-day seminar for State IT professionals - State IT: Millennium and Beyond Seminar.

- ITMA VI: The Academy VI class developed the DPMA Introduction Kit as their project. This kit provides an overview of the Academy Classes, a list of all previous participants and previous class projects along with resource lists of books and videos.

- ITMA V: The Academy V class developed three projects: IT Trends, a Resource book on past DPMA class members and the DPMA assessment report. The IT Trends report provides a valuable overview of technology trends and issues important to State information systems professionals in 1994. The Resource Book document contains information on all previous academy participants (I - V) along with their area of expertise and contact information. The DPMA Assessment Report was a profile of academy graduates and an analysis of the information received by class members before they attended the academy. (An electronic copy of the DPMA Assessment Report is not available.)

- ITMA IV: The Academy IV class developed the "Strategic Planning Tool Kit" for their class project. The tool kit was developed as a guide to strategic planning and to help reduce the background research when undertaking a strategic planning project. The booklet was published in May 1992 and introduced at the Government Technology Conference '92.

- ITMA III: As their class deliverables, the ITMA III students evaluated the use of CASE tools within the State of California as of 1992 and created a bulletin board. Both were presented to the Executive Institute of the then California Forum on Information Technology.

- ITMA II: The Academy II class organized, staged and presented a symposium on emerging IT trends and use of new technologies within State Departments. The symposium was held at CSUS and was very well received by the 100 State IT managers and executives attending.
