Q1: Can you define the difference between a “transition” and a “migration”?
A1: Transition - all tasks, deliverables and activities related to or necessary for moving from the provision of services in CALNET I to the provision of services in CALNET 2 pursuant to the Contracts for MSA 1 or MSA 2 services.
Migration - all tasks, deliverables and activities related to or necessary for the migration of the provision of services in CALNET I to the provision of services in CALNET 2 pursuant to the Contracts for MSA 3 or MSA 4 services.
Transfer - all tasks, deliverables and activities related to or necessary for moving from the provision of services in a given category of MSA services in CALNET 2 to one or more other categories of MSA services in CALNET 2 and the applicable Contracts for those services.
Q2: With CALNET contracts that expire in 2008 for Authorizations to Order (ATOs), is there an opportunity for agencies to move off of their existing CALNET I contract and move to CALNET 2 pricing prior to expiration of their original contract?
A2: Yes, there is. Your current ATO defines options and Contractor and customer responsibilities. In addition, we currently have staff working on a paper regarding ATOs for local government agencies which should clarify a lot of those questions. We will post the paper to the Transition Homepage when completed. The current contract has four (Bx) ATO options available -- each with a specific purpose, requirement, and options. Because there are different types of ATOs, and varying responses for individual agencies, we also encourage you to contact us.
Q3: After transition to CALNET 2 is completed, does the contract language specify a major account or a segmented service contact group for each of the proposed vendor classes?
A3: There is a requirement for centralized order and trouble reporting on each MSA. There is also a requirement for the Contractor to establish a single point of contact as well as identify key personnel.
Q4: Will we have a dedicated representative from each MSA, as we do with CALNET I?
A4: Yes, there will be a single point of contact for each Contractor for each MSA.
Q5: If there are different Contractors selected for the different MSAs, will we still have a single point of contact, or will we have to deal with separate entities? For example, if the local service provider is different than the long-distance service provider?
A5: Each MSA will have a designated single point of contact. So if you are getting services from MSA 2, and you are also getting them from MSA 1, you may have two contacts.
Q6: Since the current contract expires on December 3, 2006, will there be a provision where agencies -- either local government or state agencies -- can align their particular contracts with a fiscal period that aligns with board approval dates, budget planning, etc.? Or are all the contracts going to have to remain with a start and stop date as designated by the State?
A6: The effective date of the CALNET 2 MSAs will be when it has been executed by the State and awarded Contractors. The effective date for local government agencies will be the approval date of the ATO.
