Transition/Migration
Q1: Are we going to have to wait until the new Contractors are on board before we can come up with a transition plan or a migration plan?
A2: Yes and No. Until the new Contractors are on board, we will not know specifically what type of information they will require or when and how transition will happen for each agency. However, DTS/STND is currently taking steps to prepare customers for transition/migration, and agencies can begin to think about the potential impacts to their agencies and what they want to do with their services. A complete transition plan cannot be developed until after the contracts have been awarded, but the initial plan that is due October 13 should be able to be completed.
Q3: We have a fairly large public safety radio network and during CALNET I, we were allowed an exemption to not transition or migrate to new vendors so that the network would stay intact. Do you see that occurring again under CALNET 2?
A3: Without knowing details, we cannot tell you how we would evaluate that, but we are definitely still going to continue an exemption and delegation process. That is something that we will have to deal with as it comes. Each agency’s needs will be handled on an individual basis, as needed. Again, this type of information is very helpful to us for planning purposes, so feel free to provide specific details to us so that we can work with you on it.
Q4: If we are migrating, will we be able to continue to get CALNET I Contractor prices until the migration occurs?
A4: If you are receiving existing CALNET I services, you will continue to get existing prices. Once you transition or migrate over to the new services, you will get the new prices for those services.
Q5: I work at a small agency, looking to replace our phone system. The vendors have responded with a VoIP solution in all cases. Currently, VoIP is not available in CALNET I, so we have gone out to bid, but they want to use our existing network for data, and utilize the VoIP between the offices. Should we go with the vendor’s VoIP solution using the CALNET I transport or wait for CALNET 2? What would be the cons of moving forward with our VoIP bid solution?
A5: Before responding to this question, further detailed information is required. This is an individualized situation that requires evaluation. It is good that you are bringing your special needs to our attention early. This information will be extremely helpful to us in addressing your agency’s needs, and will be beneficial in facilitating a smoother transition. Please contact DTS/STND so we can work with you on an individual basis. Generally, if you are required to use CALNET services, you will need an exemption from using CALNET to go out to bid. Also, if the services are available on CALNET 2, you will need justification for why CALNET 2 will not meet your needs.
Q6: Would it be possible for agencies to have a single point of contact at DTS/STND to address needs/questions after we convert over to CALNET 2? Basically, have each DTS team member assigned to specific agencies, instead of agencies having to talk to different DTS team members are different times?
A6: DTS is in the process of assigning staff members to facilitate transition. We have identified functions, separated by MSAs. We will do our best to provide a single point of contact. However, due to the complexity of this transition, an agency may interact with various individuals, depending on the nature of the issue – i.e., technical, contractual, administrative. STND will make every effort to simplify contact information our customers.
Q7: How do we determine who the Transition Coordinator for our agency is?
A7: That would be something that you will work out within your own agency. This individual would be the primary liaison with DTS/STND and the new CALNET 2 Contractors regarding transition activities. While you should have only one primary Transaction Coordinator, please involve as many staff as you need to help make your transition a smooth one.
Q8: Once the contract is awarded and all the protests are over, how long are the successful Contractors given to complete the transition period?
A9: Transition and implementation of the CALNET 2 contract modules should commence by January/February 2007, and is expected to be complete within 12 to 18 months after award. We are giving priority to moving current CALNET customers to the new MSAs as quickly as possible.
Q10: If the current CALNET Contractors are not selected for CALNET 2, what incentives do they have to support a smooth transition?
A10: One of the requirements of the current contract is that the existing Contractor will support us through transition, and they have assured us that they will.
