Master Telecommunications Consulting Services Master Services Agreement
The Department of Technology Services (DTS) Statewide Telecommunications and Network Division (STND) Master Consulting Services Master Services Agreement (MSA) Contract MSA 2034 provides a pre-bid resource to state and local agencies to obtain qualified telecommunications consultant services from a list of qualified vendors. The contracts generated from this contracting vehicle are administered by STND, along with the contracting agencies.
What the MSA Contracts Can Be Used For
Vendors on the list are only allowed to provide consulting services—they are prohibited, via any relationship with equipment or service providers (resellers), from supplying hardware, software, firmware, long distance, cellular services or other products.
Services they are allowed to provide using this MSA include telecommunications, public safety, radio and microwave-related work, such as:
- Review and analysis of new and existing agency telecommunications systems and services
- Recommendations for alternative equipment, service replacements or upgrades
- Assistance with Feasibility Study Reports and Budget Change Proposals related to the telecommunications and information technology planning and budgeting elements, and engineering technical specifications development
- Production of reports and recommendations
- Preliminary design and planning process
- Acquisition process
- Implementation/project management oversight process
- Independent Verification and Validation (IV&V) of the manufacturer or vendor products and services during the final test and acceptance process
How to Submit a Request to Use the MSA
The MSA contracts have been pre-approved, so the process to use them is streamlined. Submit one of the following completed forms to STND to start the process:
- State STD Form 20 (pdf) for telecommunications related requests, such as voice, data, video
- TD-207 form (pdf) for public safety radio/microwave-related requests

General Process after Submitting the Appropriate Form
STND evaluates the request and works with the agency to determine whether the MSA contracts are appropriate for the requested use and whether the request meets the delegation criteria. Please see STMM Chapter 0400 (pdf) for more information on delegation requirements.
Once approved to proceed, the requesting agency prepares a Scope of Work (SOW) proposal describing the work requested, including specific deliverables and timeframes, and submits it to STND for review and approval. Upon approval, STND submits the SOW to qualified MSA vendors who are asked to bid on the proposal by a designated deadline.
Once bids are received, either by STND or the requesting agency, STND can work with the requesting agency to review the responses and assist in selecting a vendor to perform the work (if requested).
Once the contracted work begins, the agency monitors the vendor's performance until the conclusion of the project. If requested, STND can assist by reviewing regularly submitted contractor status reports.
Upon completion of the contracted work, the agency is responsible for confirming that the contractor has adequately performed the required work and providing written acceptance of that work to the vendor and a copy of this document to STND.

Background
The request for proposal (RFP) for this MSA solicited qualified telecommunications consultants to bid on providing telecommunications-related consultation services and expertise to state and local governments. The resulting 27 contracts that were awarded on March 21, 2003, each with a specific contract number, are valid for seven years. At the discretion of STND, two optional one-year extensions may be granted.
A new contract feature known as "evergreen" will allow additional vendors to submit proposals at periodic intervals for inclusion in the MSA. If successful, these firms will join the pre-qualified vendor pool. The State will decide when and if the pool will be opened to allow additional vendor firms to submit proposals. If the contract is reopened, information will be posted on this website, and other notifications will be provided.
