Master Contracts (including CALNET)
- Who can use the California Integrated Information Network (CALNET) Master Contract, CNT-001?
Most State agencies are required to use the CALNET Master Contract to purchase mandatory telecommunications network services; however, the contract can also be used by other federal agencies, and local public entities that are tax-supported and non-profit or that have an eligible joint powers agreement.Agencies that use it must abide by all of the terms and conditions of the CALNET Master Contract. Here are some examples of customers:

- Special Districts (Water, Fire, etc.)
- Why use the CALNET Master Contract?
State-of-the-art services and equipment are included in the contract at special rates. Because this contract affords the contract vendors a larger customer base than any qualified government purchaser would have alone, the contract is able to offer lower rates based on the collective buying power of the whole public sector in the State.Through the CALNET contract, the State has a consolidated telecommunications network from which most state agencies are required to obtain mandatory services as designated in Management Memo 04-08.
Because this contract is the result of an extensive competitive bidding process, agencies can purchase mandatory services directly from the contract, with the confidence that all government requirements for competitive bidding have already been met.
In addition, STND staff trained to manage the CALNET Master Contract are available to answer your questions, and to provide information and assistance in working with the vendors. For other contract vehicles, such as the California Multiple Award Schedule (CMAS), the customer is on their own to know what they are getting, and how to make it work for them in a cost-effective manner.
Finally, the CALNET Master Contract makes it easy to review and manage all telecom services and costs through a consolidated invoice for items purchased under the contract (in Verizon and SBC territories only). This service is called the State Integrated Billing System (SIBS).

- How do I order telecommunications products and services from the CALNET Master Contract?
State agencies are automatically eligible to use the CALNET Master Contract and can order products and services by contacting their SBC or MCI representative for assistance. When the agency knows what services they want to order, they complete a Standard Form 20 (pdf) and submit it to their SBC or MCI representative as appropriate. If equipment is needed, a State Standard Form 65 is also required, regardless if the equipment is ordered from the CALNET Master Contract or other source.Federal and local agencies that would like to use the CALNET Master Contract are first required to complete an Authorization to Order agreement (ATO). The ATO is good for five years or the length of the CALNET Contract, whichever is less. Signing an ATO is binding, and once signed, requires the use of the CALNET contract for all services and equipment that the agency agrees to purchase as listed in the ATO. Contact your local SBC representative to complete the ATO forms.

It also displays the products, services and pricing, and provides a Contact List which lists the names and telephone numbers of your representatives at SBC, MCI and the STND.
- I am already using the CALNET Master Contract. How do I report trouble with my service?
The California Major Account Center (CMAC) is the centralized point of contact for repairs for both SBC and MCI. You can reach them at (800) 303-0103. - What other Master Contracts are managed by STND?
The STND has three other Master Contracts. The first is the Telecom Master Consulting Services Contract. This contract has pre-qualified vendors who are available to bid on state and local government submittals containing a Scope of Work for consultant services. This contract is not used for the purchase of equipment or network services. The other two Master Contracts are for State Payphones that are installed in public access areas on State property and in prisons. One contract is for Verizon territory, and the second one is provided by MCI. Contact STND for more information about the vendors who provide products and services via the Master Contracts managed by STND.There are also vendors who provide some telecommunications equipment and services through the California Multiple Award Schedule (CMAS) managed by the Department of General Services (DGS). The CMAS option is available for all government agencies not required to use the CALNET Master Contract for telecommunications purchases, or that need equipment or services that are not mandatory to purchase through the CALNET contract.

Click on the Employee Information button, then type in the last name, comma, first name (with no space after comma), then click the submit button.
- What if I can't remember the person's full name?
Try the Last Employee Information option for the last name, and search by the employee last name, or try the partial Last Employee Information option using the first four letters of the employee's last name.
- What if I can't remember the person's full name?
- Why can't I find a telephone number for a State of California employee?
Try spelling variations on the full name. You may not have spelled the full name correctly.
You can also:
- Try the Last Employee Information option for the last name, and search by the employee's last name.
- Try the Partial Last Employee Information option by typing in the first four or more characters of the employee's last name.
- Why do some State of California employees have Internet email addresses and others do not?
Some employees do not have Internet email or they may choose not to have it listed. - How do I find a State of California Agency telephone number?
Select the Agency Information button; select the agency from the drop down list; then click the submit button. Another method is to select the Agency Information Keyword Search link; provide a keyword or phrase to search for; then click on the Search button. - Why can't I find a State of California Agency telephone number?
